		<description>I take your point. If the UK was to become truly internationally competitive in this area, countries like Korea should be our benchmark. So, whilst we agree that Digital Britain could have been more ambitious than proposing a 2Mb/s USC, Intellect has generally taken the view that this set of policies is a good start, (i.e. we now have some) and that we should do all we can to assist in implementing them. Its also worth noting that no other country in Western Europe (with the possible exception of France) has made as comprehensive or as extentsive commitment as we have. We are making the argument that the Digital Economy bill should allow for the USC ‘spec’ to be updated as easily as possible to reflect the need to move to NGA USC. What makes up this &#039;spec&#039; is also a live issue for us. There appears to be no sound definition of exactly what a 2 Mb/s USC should constitute at the moment. We are in the process of formulating one for Government to consider, and subsequently its delivery body.  Its worth pointing out that Parlaiment is formally investigating these issues, as well the whole issue of broadband speeds, at the moment. This is probably the best official avenue available at the moment to make the points you outline.</description>
