A principal Consultant with Berkshire Consultancy, Gavin has a proven track record in public sector transformation through sourcing, commissioning and procuring outsourced business processes, ICT services and supply chain products and services.

His innovative approach means his work ensures suppliers play their part in business change therefore delivering to his clients significant added value and cost savings.  The focus of his expertise includes sourcing and procurement strategies, category analysis and planning, business case preparation, managing procurement programmes and projects, contract development, evaluation methods and negotiations and ongoing service delivery management.

His career started as a business analyst with BAe before progressing into Project Management for a life insurance company, Network Rail and the Post Office where his later focus became procurement project management.  He joined Hedra in 1998 as a procurement consultant and after a short spell with Xansa where he headed up their Procurement Practice, he joined Berkshire Consultancy. 

Gavin’s track record includes Joint Ventures, Public Private Partnerships, PFIs, business process outsourcing, ICT/IS outsourcing, re-tendering, framework partnerships and tactical product and services procurement.  He is fully conversant with, and experienced in, EU/Gatt public procurement regulations, TUPE and OGC procedures including Gateway Reviews and ITIL procedures.  His clients have included: DWP, LMU Northampton CC, Cumbria CC, Medical Research Council, MoD and VOSA.

Gavin is PRINCE 2 accredited and an associate member of CIPS.  He wrote the Requirements section of the APM Pathways Book of Knowledge (2nd Edition), is currently writing sections of the new APM Procurement Guide, and regularly gives presentations on sourcing and procurement. He lectures on behalf of the APM on creating business cases. Recently Gavin authored the recent Buy-IT Shared Services Guideline "Better Buyers and Suppliers – Effective engagement through principled relationships". Gavin is now supporting the Intellect/OGC Sourcing Strategy Board by leading the creation of best practice guidance notes for an SRO who is about to embark upon a complex procurement.

Gavin has a degree in Geography and his particular expertise include:

  • Delivery management.
