About the group
The Intellect Contracting Best Practice Working Group was established to achieve fair and equitable terms and conditions in public sector contract practice, supporting successful outcomes and reflecting the best interests of both the industry and public sector customers. Towards the end of 2004, OGC published a new Model Contract entitled model terms and conditions for government contracts. The Working Group has undertaken a number of consultations and produced a series of outputs since the Model Contract was first released. These have included submissions to OGC during the drafting stages of the various versions of the Model Contract document, as well as a published guide for suppliers, which clearly outlines what the industry considers to be the main principles around contracting best practice, drawing on members' experiences from both the public and private sectors. The guide is intended to support suppliers and the public sector procurement teams concerned when they are negotiating public sector contracts.
The group has made significant progress on a number of core topics of concern with the Model Contract, and continues to be closely engaged with OGC, pressing for amendments to outstanding issues. The group is also working with OGC and PartnershipsUK to provide additional guidance for public sector colleagues on implementing the Model Contracts most effectively to foster efficient and effective contracting partnerships between industry and the public sector.
