Grant Rule is a founder of Software Measurement Services Ltd (established 1994), specialising in project and process appraisal, performance measurement, benchmarking and continuous improvement. His expertise ranges through requirements and estimating to statistical process control. Grant has worked in the software industry since 1972 in domains from aerospace, banking and telecommunications, to retail and the utilities.  
 
Grant has been involved in a number of recent projects improving estimating and control of large IT projects for government departments and blue chip companies. His expertise has also been applied to improving the management of partnerships between customer organisations and outsourced suppliers in both public and private sector.  
 
Working with Ken Dymond of PTI Inc, Grant was among the first to bring training in the CMM® for Software into the UK. He is currently in the forefront of SMS’s activities helping clients implement lean, more agile management.  
 
Contributions and memberships  
Grant is a Certified Function Point Analyst and a member of the UK Software Metrics Association. He has contributed to COSMIC, the international consortium developing measurement methods relevant to modern projects and rapid lifecycles, and to ISO standards. He is a member of the IEEE Software Industry Advisory Board and the Royal Society for the Encouragement of Arts, Manufactures and Commerce. He has presented to many industry conferences and to BCS Special Interest groups. In recent years he has been a member of the programme committee for the European SEPG conference Measurement Symposium.
