VEGA Group PLC (VEGA), the specialist professional services company, has won a pilot study to provide an end-to-end performance measurement for the UK Ministry of Defence’s (MoD) Human Resources Management System (HRMS), the first MoD service to be measured so extensively.
The HRMS aims to provide MoD users with an overview of HR specifics, such as training, pay, and expenses, for all civilian staff across the entire MoD, as and when required. The study will enable the MoD to report on how well the HRMS is delivering against this requirement. It will look at the availability of the system and the response time of each specific enquiry, and then report on where and how the system could be improved. The contract was awarded by the Directorate of the Chief Technical Officer Network Coherence Office, part of the Defence Equipment and Support.
VEGA will be working on the study in partnership with independent IT consultancy, Net Consulting. The company has extensive industry experience delivering network and business application performance modelling, capacity planning, and technical consulting services.
Together the companies will measure the performance of the HRMS applications operating on a user’s terminal from the initial information request through to the final transaction received back from the HMRS server. The end-to-end performance measurement will provide the MoD with metrics to determine how the HMRS and its applications are truly performing.
Initially, VEGA will be developing high and low level designs that will improve implementation. Following acceptance of the designs, VEGA will implement them across five sites in the UK and two sites overseas as a proof of concept. Should the pilot prove to be successful, VEGA hopes to undertake similar work on additional MoD user applications. The study is expected to deliver its findings spring 2007.
