Join Intellect

Intellect has been active in the criminal justice and emergency services areas for over 10 years, and has recently witnessed significant transformation in both sectors.  The following topical developments have contributed to an increased overlap with other areas:
  • the recent reorganisation of the Home Office
  • the changing structure of police forces
  • the conclusion of Criminal Justice Information Technology (CJIT)
  • the constant pressure to release resources to the frontline

The need for ‘Joined Up Justice’ has been spoken about for many years, resulting in several attempts to enable agencies to improve their ability to share information. Events such as the Soham tragedy have further highlighted the huge importance and urgency of information sharing.

With a view to implementing this, many departments and programmes have been created to work with agencies on the creation of standards and protocols. For example:

  • Operation Paget
  • National Policing Improvement Agency (NPIA)
  • Co-ordination of Computerisation in the Criminal Justice System (CCCJS)
  • Criminal Justice Information Technology (CJIT)
  • Department for Constitutional Affairs’ DISC programme
  • Ministry of Justice transition team

Through working together to access common information, offering efficiencies of scale and making a more efficient and streamlined justice system, these have all been responsible for bringing perpetrators to justice.

The recent Flanagan Review discusses minimising the bureaucracy of police work.  It implicitly suggests that using improved processes and technology to share information would create a far more efficient and effective Police Service.

Events like the London bombings and the Civil Contingencies Act 2004 have pushed those in the criminal justice and emergency services areas even closer to those developing security and resilience architecture. Furthermore, the introduction of biometric passports and visas has meant that identity management and biometrics are core components of border control.
