In this section we present Intellect’s security and resilience programme, discussing the cross-over between this and other Intellect programmes, and explore the business opportunities that this creates for you.
Today, information, communications and electronics are the key assets in homeland security and resilience. Our members’ technologies help to protect the UK against a variety of threats, from flooding and infrastructure failures to terrorism.
Government expenditure in this area has increased dramatically. In 2006/07 Home Office spending almost tripled, reaching £943 million as a variety of key projects came to the fore.
Participation in our Security and Resilience Group will develop your understanding of this complex sector and the commercial opportunities it presents. Via our recently-launched mircosite you can have access to a wealth of information, including industry and market maps. Also available to you is Securipedia - our open-source, non-copyright, unclassified information resource covering UK security and resilience stakeholders, policy, programmes and research.
In terms of counter terrorism, there are strong synergies with the identity management and information sharing markets, both of which require technologies and services vital to the exploitation of intelligence and border security. The eBorders programme, for example, uses identity management capabilities to detect and detain wanted individuals before they cross borders. The contract, worth £650 million, was won by a consortium of Intellect members – Raytheon, Serco, Accenture, Detica, Qinetiq, Steria and CapGemini
The prevention and pursuit of terrorism also draws heavily on the expertise of companies in the criminal justice market. Members involved in projects which share criminal databases between police forces are able to apply the same expertise to programmes which share secure intelligence between agencies.
As regards the protection of national infrastructure, the work of transport security is a critical link, along with the use of biometrics and other sensor capabilities. Stand off detection of attackers at locations such as transport hubs depends upon the work of cutting edge sensors and other detection technologies. National resilience in the face of natural and man-made hazards is closely linked to the ongoing work of the emergency services and local government, both in command and control style elements and hardware.
On the horizon for most companies in this area are forthcoming Major Events. Including the 2012 Olympics in London, these events will challenge different policy areas and industries to work together on a large scale. For example, the coordination mechanisms in Police Gold commands will be vital at a tactical and operational level, but must be integrated with management of the event.
Technology and processes drawn from the defence space are also major contributors. Many companies are exploring the ‘dual use’ of innovations and ICT both at home and abroad. Detection technologies developed on operations abroad, for example, are being applied domestically to detect explosive threats in the UK. Intellect will keep you fully abreast of developments across this multitude of areas. We enable you to engage with and influence government agencies, critical national infrastructure providers and key stakeholders.
