Published: 2004 Type: Business guidance Area: Government IT Summary Intellect Contracting Best Practice - Guidance for Suppliers consolidates the ICT industry’s views on what constitutes best contracting practice. It outlines the main contract principles, drawing members’ experience from both the public and private sectors. It is intended to inform and guide suppliers when they negotiate contracts with the public sector, and contribute to Government’s own assessment of best practice in contracting to be adopted its own customers. Project success requires that, from the outset, behavioural and relationship issues are recognised as a vital part of effective delivery, and the written agreement with its terms, conditions, and schedules should reflect and allow for the application of these less quantifiable aspects of contracting as well as the basic deal and its legal obligations. The guidance therefore reinforces messages already made in the IT Supplier Code of Best Practice Guidelines, and the two documents should be considered complimentary. Intellect Contracting Best Practice - Guidance for Suppliers is oriented towards achieving more successful outcomes for the public sector customer. Such outcomes should include achieving better value for money, more timely and effective delivery, and the implementation of improved systems and processes. These in turn should enable the customer to provide improved, efficient public services delivered in collaboration with a more successful, effective and sustainable supplier community.
