Henry Parker Programme Manager Henry Parker is currently a manager within Intellects Digital Communications Team. He administers the Intellect Wireless Council, which communicates Intellect strategy and policy objectives to Government, Ofcom and other regulators on wireless issues including spectrum allocation policy and licensing. In addition, he manages Intellect European Policy Committee, which formalises Intellect inputs into EU institutions and the pan European body, Digital Europe. Finally, he leads on Intellects campaign to ensure proposals in the 2009 "Digital Britain" White Paper are successfully implemented.
Prior to joining Intellect, Henry worked a policy analyst and consultant for Access Partnership, a consultancy that acts on behalf of a range of well-known and global corporate clients. He specialised in liaising with regulatory authorities and Government departments, both in the UK and internationally, to authorise the use of new wireless based technologies, and obtaining radio spectrum allocations to allow them to function. Successful projects, which are now in commercial operation, included the first ever GSM on board aircraft system, as well as extensions of spectrum allocation for the world’s only truly global satellite phone network. He has also worked as a teacher, and a researcher at the National Archives. Henry holds a BA from Warwick University and MA from Kings College, London and also studied for a PGCE.
