Tom Wills-Sandford is deputy director general of Intellect and has spent most of his Intellect career influencing public policy, predominately with the UK Government and Ofcom. His representational work has covered almost all of the Intellect sectors. He was involved in early lobbying and leadership of a very successful campaign to secure tax credits for UK based R&D. Subsequently he addressed concerns of the software industry that software development can qualify for the tax credits by arranging and managing a course on the software industry for fifty HMRC tax inspectors. He was instrumental several years ago in setting up the successful joint industry-government Broadband Stakeholders Group (BSG). For 18 months he was the mobile phone industry's spokesman on the alleged health effects of mobile phones. He chaired an industry delegation appearing before the House of Commons Science and Technology Select Committee. He was responsible for establishing the Intellect Ofcom Forum, a highly successful forum for addressing industry and regulatory issues. Following Tom’s participation in a trade mission to India, he agreed a partnership with NASSCOM, the Indian IT trade association. As a result of the partnership, he led an Intellect which took six SMEs to India in early 2008. In October 2008 he hosted a delegation of 16 Indian IT SMEs, led by the NASSCOM President, who are seeking to establish partnerships with UK SMEs. In the same year he took four Members of Parliament on a short mission to the Indian IT and technology industry. Tom was appointed in 2008 to the Expert Sub-Group of an advisory committee chaired by Anne Glover to provide advice to Government to reduce the barriers to SMEs competing for public sector contracts. Most recently Tom has focused on identifying projects for Intellect and, separately, on Information Security issues. In 2006, he led a successful Global Watch Mission on Information Security to California and Seattle. He has undertaken projects with the Centre for the Protection of the National Infrastructure (CPNI), and the Metropolitan Police.
