Tom Wills-Sandford is deputy director general of Intellect and has spent most of his Intellect career influencing public policy, predominately with the UK Government and Ofcom.

His representational work has covered almost all of the Intellect sectors. He was involved in early lobbying and leadership of a very successful campaign to secure tax credits for UK based R&D. Subsequently he addressed concerns of the software industry that software development can qualify for the tax credits by arranging and managing a course on the software industry for fifty HMRC tax inspectors.

He was instrumental several years ago in setting up the successful joint industry-government Broadband Stakeholders Group (BSG). For 18 months he was the mobile phone industry's spokesman on the alleged health effects of mobile phones. He chaired an industry delegation appearing before the House of Commons Science and Technology Select Committee.

Tom was responsible for Intellect being awarded the contract for a Knowledge Transfer Network (KTN) on Grid Computing, now called Grid Computing Now!. He also created the proposal for the £3m Electronics KTN, which was accepted by the then DTI. He was responsible for establishing the Intellect Ofcom Forum, a highly successful forum for addressing industry and regulatory issues. He was responsible for the agreeing a partnership with NASSCOM, the Indian IT trade association. This followed Tom’s participation in a trade mission to India. As a result of the partnership, Intellect will be taking six SMEs to India in 2008.

Most recently Tom has focused on identifying projects for Intellect and, separately, on Information Security issues. In 2006, he led a successful Global Watch Mission on Information Security to California and Seattle. He has undertaken projects with the Centre for the Protection of the National Infrastructure (CPNI), the Metropolitan Police and is a member of the Cabinet Office Committee overseeing the CSIA (Central Sponsor for Information Assurance) Claims Tested Mark. In a personal capacity he is chairman of TIGER Scheme for accrediting penetration testers. He is also a member of the:

  • PITCOM (Parliamentary IT Committee) Council
  • Worshipful Company of Information Technologists (Freeman)
  • KPMG Certification Services Advisory Council

and a former member of the:

  • Cornell University Council
  • Committee (Board) of The Hurlingham Club.

Tom went to school in the UK, and university in the US. He has degrees in Electrical Engineering from Cornell University and MIT (Massachusetts Institute of Technology). Before joining Intellect he worked for Bell Labs, IBM (US and UK) and a UK start-up. Among some of his other interests are solving and setting brain teasers.
