06/12/05 PAC Report’s criticisms are accurate, constructive and timely, says Intellect Trade body agrees Government’s project management skills need to be improved
Intellect today labelled the Public Account Committee’s Report on value for money in the delivery of public services ‘accurate, constructive and timely’. The trade body for the hi-tech industry agrees that Government must plan more carefully prior to implementation and strengthen its project management skills if public services are to deliver more value for money to the tax payer.
Commenting following the launch of the Report, Nick Kalisperas, Director of Public Sector at Intellect said;
“With large projects continually being undertaken this report could not be more timely, and it makes the exact point Industry has been making for the past four years. Too often large-scale projects have failed to bring about the value for money envisaged because of an over-simplification of the required technological changes, unrealistic expectations about the pace and speed of delivery and failures in overall project management.”
“Industry has prioritised the development of initiatives, such as Concept Viability, the Senior Responsible Industry Executive, and the Code of Best Practice, to which 95% of firms holding large public sector contracts are now registered. These initiatives, developed in conjunction with Government, now provide a suitable framework for the changes recommended by the PAC Report. In our view the best step for Government is to embed this framework and engage early with industry to make sure that projects are properly planned, best practice disseminated and lessons are learned. We consider this to be the only way that Government will begin to deliver real value for money to the British tax payer.”
