Local Government IT Excellence Awards – Short List Announced

Cumbria County Council (in collaboration with the London Boroughs of Sutton, Enfield and Lambeth), Leeds City Council and London Borough of Lambeth have been named 2005 short-listed entries for the prestigious Local Government IT Excellence Awards.

Organised by Intellect, SOCITM and SOLACE, and supported by Nabarro Nathanson, OGCbuying.solutions, and Xansa, the awards are now in their tenth year. They seek to highlight the use of best practice in local government and how IT has been used both effectively and innovatively to deliver Best Value public services.

This year’s awards have received entries from a wide selection of local e-Government projects. The Judging Panel met last week to judge this year’s entries and selected three short listed entries. Announcement of the winner and presentation of awards will take place at the Socitm Annual Conference in Brighton on 18 October 2005.

Charles Ward, Intellect’s Chief Operating Officer, and Chair of the Judging Panel said: " The short listed entries all demonstrated the right combination of innovation, utilisation of resources, value for money and practical benefits in terms of both process improvement and service to the citizen."

The short listed entries are, in alphabetical order:

Cumbria County Council in collaboration with the London Boroughs of Sutton, Enfield and Lambeth - Electronic Financial Assessments
Using mobile, database and e-form technologies, the system enables Social Services visiting officers to complete an assessment in the service user’s home during one visit, therefore eliminating the need to return to the office to transcribe data, avoiding large retrospective bills to the services users and the need for further telephone enquiries. The solution utilizes tablet PCs to capture, store and retrieve financial assessment data securely via a docking system.

Lambeth Council - Lambeth Integrated Customer Record Lambeth has gone one step beyond implementing CRM, creating a virtual electronic customer record and automating customer services across the council. Through authentication via the Government Gateway, customers can track their service progress from first contact. This projects has helped Lambeth improve customer service: Customers can get instant information about their housing repairs, rent payments, map location of the pothole they want to report or information about their social care assessment, and more. The savings made improve services.

Leeds City Council - Digital Pen and Paper Technology Within The Home Care Environment
This project utilises the power of Digital Pen and Paper technology to transform the way in which Social Services Home Care service activity is recorded, stored and reported, radically transform the way in which paper based information is processed. Home Care assistants are being trained to use this technology to send care information directly to corporate systems from clients’ homes through a secure mobile link. This project is leveraging innovative mobile technology solutions to enable new ways of working which meet the changing demands of local government.
