In November 2005, the Cabinet Office launched its ‘Transformational Government’ strategy, which aims to use technology more effectively in the delivery of public services. The report highlights the government’s commitment to ensure that the benefits of information and communications technology reach every citizen, especially those who are most excluded and disadvantaged. Intellect played a leading role in the development of the strategy and will continue to work with government as it moves into the implementation phase.

Public sector IT programmes present particular challenges aside from the sheer scale and complexity of some of these projects. Changing political priorities, ‘scope-creep’ and a focus on cost rather than value can all contribute to the failure of public IT implementations. The impact of such failures can be far-reaching, affecting many citizens or businesses and attracting widespread media attention. Coupled with increasingly onerous contracts these factors can make such work less attractive to potential suppliers.

Allowing the public sector customer to engage with the supply chain leads to improved understanding of capacity and capability established the Intellect ‘Public Sector Council’ and developed close working relationship with the Strategic Supply Board helped members understand the procurement environment and helped them to improve their processes and practices via such initiatives as: Concept Viability Intellect IT Supplier Code of Best Practice Contracting Best Practice Guidance for Suppliers position papers on Road Pricing, Shared Services, Innovation in the Public Sector and Health and Social Care Organisational Professionalism Guidelines	The Cabinet Office’s Transformational Government progress report in 2008 revealed the public sector spent £13.2 billion on IT during the financial year 2006-2007. The Ministry of Justice’s total funding allocation in 2007-2008 was £9.2 billion, rising to £10.3 billion in 2010-2011. Total NHS IT spend is set to exceed £20 billion over the next 10 years. Spend per annum is likely to rise from £1 billion in 2005 to £3 billion by 2015. (Source: Silicon Bridge). Year on year, expenditure growth in education ICT is estimated at 4.6% and will be worth £2.9 billion by 2009-2010 - an increase of more than £470 million from 2005-2006. (Source: Kable).
