Transformational Government


In November 2005, the Cabinet Office launched its ‘Transformational Government’ strategy, which aims to use technology more effectively in the delivery of public services. The report highlights the government’s commitment to ensure that the benefits of information and communications technology reach every citizen, especially those who are most excluded and disadvantaged. Intellect played a leading role in the development of the strategy and will continue to work with government as it moves into the implementation phase.

Public sector IT programmes present particular challenges aside from the sheer scale and complexity of some of these projects. Changing political priorities, ‘scope-creep’ and a focus on cost rather than value can all contribute to the failure of public IT implementations. The impact of such failures can be far-reaching, affecting many citizens or businesses and attracting widespread media attention. Coupled with increasingly onerous contracts these factors can make such work less attractive to potential suppliers.
