Public Sector Council


At a glance: The PSC brings together senior figures from the top suppliers of ICT goods and services to the UK public sector in a unique forum for cooperation and industry leadership.  Council members guide Intellect’s engagement with public sector bodies such as HM Treasury, the Cabinet Office and Office of Government Commerce, as well as other key influencers and stakeholders.

Current work areas  

  • Procurement: Addressing the concerns of efficiency, costs and time of procurements are of high priority for the Council. Most procurements take much more time and resource than necessary, resulting in expensive and drawn-out procurements which may lead to outdated delivery of goods and services.  The PSC engages directly with government colleagues through various channels to address industry concerns and promote best practice guidelines and tools for government and industry.   • Model Contract T’s & C’s: Contractual terms and conditions must fit the desired outcomes.  The best outcomes for the public sector are achieved where terms and conditions are fit for purpose, reinforce positive behaviours and take a realistic approach to the allocation of risk.  The PSC is working to promote better contracting terms and understanding and is working with OGC to establish Meta Guidance to the key issues of the Model Contract.   • Enhancing the reputation of ICT in government: The Council work to enhance the reputation of our industry and ICT in government. A poor reputation, whether deserved or not, is a barrier to the goals we seek.  To improve the reputation of public sector ICT projects by demonstrating the positive benefits and outcomes of ICT is vital for continued improvement of public service delivery. 
  • Greening Government ICT: The Council is also onboard with the Greening Government ICT agenda and will work with government to ensure the successful implementation of strategy and realisation of a carbon friendly and sustainable public sector through the use of ICT.  Industry has a large role to play in the fight against climate change and sustainability and the Council looks to carry out those responsibilities in the sphere of the public sector.   • Red Flag: Red Flag is an Intellect-facilitated mechanism for notifying senior government officials of potential problems during the procurement phase of a major project or programme.   The Red Flag service will guarantee anonymity for suppliers worried about the progress of a specific procurement.

Strategic Supply Board

The Council engages directly with the Strategic Supply Board and its Tiger Teams and well-established contacts in the Cabinet Office, OGC and other government departments leading in the implementation of the Public Sector agenda and Supplier Management Initiative. The Strategic Supply Board is a joint industry/government forum created to foster increased cooperation and drive the improvement of IT-enabled public services through the implementation of shared goals. The Chair of the PSC co-Chairs the SSB alongside a government co-Chair.

The three Tiger Teams are: 

  • Procurement Tiger Team - Deliver an improved procurement process that reduces time and cost, as well as exploiting standardisation
  • Project and programme Tiger Team – Looks to improve the overall quality and reliability of the delivery of critical government IT programmes
  • Cost Reduction & Reuse Tiger Team - Achieve significant cost reductions whilst delivering improved services and systems that offer better value for money for the UK citizen.
