The JESICA group has been set up to represent members operating in the criminal justice and emergency services market, tackling a number of issues such as homeland security, information sharing across the sector with a particular focus on joining-up the criminal justice system. The group aims to build strong relationships between the supplier community and the sector.

Terry is IT Director, Business Development for Serco UK & Europe.
Terry has previously held positions of Chief Technology Officer and Chief Information Officer for a number of organisations. He joined Serco from Selex Systems Integrat, where he served as CTO. Prior to this he was Interim IT Director for Cumbria Constabulary, and before that CTO for the EDS Defence and National Security business. Earlier in his career, Terry had extensive involvement with National Police standards and strategy for IT and was Director of ICT at Thames Valley Police. He also held a diplomatic position with the United Nations as Director for Information Systems in Middle East peace-keeping for the Multinational Force and Observers based in Rome.
Focus of the JESICA
JESICA represents the interests of over 140 information systems, services and consultancy companies (many of which are SMEs) operating in the Criminal Justice (Police, Home Office, Courts, Crown Prosecution Service, Prison Service, Probation Service and others) and Emergency Services (Police, Fire, Ambulance) sectors. JESICA reflects the interlocking interests of its membership across these interdependent sectors. Activities focus on building the relationship between the information communications industry and the customers for these services. We act as a lobbying body and a focus for debate about the actions of the above organisations. The group has a programme of regular briefings throughout the year from key opinion formers and decision makers across the CJS and emergency services.
Key issues/objectives of JESICA
- maintain a healthy level of awareness of developments within the CJS and emergency services through dialogue and debate with a range of leading speakers from government and industry
- provide a channel for government to exchange views with Industry on emerging issues – including the opportunity for government to draw on private sector experiences when shaping future policy
- facilitate briefings on key topics and to provide a focus for industry views and feedback
- encourage networking and collaboration between members for mutual interest
- assist smaller Intellect member companies in their understanding of government thinking, and ensure that the innovation they can bring to the market is similarly understood by government
- influence the market overall so that the CJS market is profitable for suppliers which enables a strong base of suppliers who understand market needs
