Alastair Davidson

Alastair was recently appointed as the Managing Director of Arqiva's Government, Mobile and Enterprise business which provides cellular, wireless broadband, voice and data solutions for the mobile communications, public safety, local government and commercial markets. He has been a Director of this business since June 2008 playing key roles in Strategy, Marketing & Business Development and more recently running the Mobile sector.

Alastair joined Arqiva's predecessor NTL Broadcast in September 2004, as Managing Director, Public Safety heading up the Public Safety group which provides communications support to the Emergency Services and other public sector organizations. Prior to rejoining NTL, he spent two years as an Executive at IBM and managed a strategic outsource for a major UK Telco of IT systems for Customer Care and Billing, including applications development and ongoing support.

From 1995 to 2001, Alastair held a number of roles across the NTL group - including Director of E-business, Managing Director South Central (NTL Home), Director of IT Systems Convergence and served on the Group board as Director of Strategy and Director of Corporate Development. He was employed for six years as a consultant in the economics practice of Coopers & Lybrand. Alistair received a 1st in Engineering and Economics from Oxford University and qualified as a chartered accountant with Deloitte Haskins and Sells.

Andy Nuttall

Andy joined Skype in early 2010 leading planning and strategy, first for mobile and latterly with a wider remit across the whole Skype business.

Andy's focus is on continuing to drive reach and revenue for Skype through planning and implementing innovative product, partnership and distribution strategy.

Prior to Skype, Andy spent 8 years working for a number of operators in the Hutchison Whampoa group across Asia and the UK. He led teams in a range of P&L, marketing and strategy roles with a particular focus on building leadership in the nascent mobile internet market. Before entering the software and telecommunications industry, Andy spent time in consultancy and financial journalism.

Antony Walker

Antony Walker is director of strategy at Intellect, the trade association that brings together hi-tech companies to inform and influence public policy, develop markets, and improve business performance. Antony has a background in communications policy and the impact of convergence on the hi-tech sector.

In 2002 Antony was appointed as chief executive of the Broadband Stakeholder Group (BSG), which was set up by government to advise on the development and implementation of the UK's broadband strategy. Antony has been closely involved with broadband policy development since the BSG was established and is the author of three major BSG reports to government.

Prior to joining Intellect, Antony spent six years working in Brussels for the American Chamber of Commerce and as a consultant to the European Commission. Antony is a graduate of Aberdeen University and has an MA from the Institute of European Studies, KU Leuven, Belgium.

Frank Mather is a senior policy developer in the Directorate General for the Information Society and Media at the European Commission in Brussels. He has been a key figure in EU internet policy for the past ten years, most recently as author of the broadband strategy within the Digital Agenda for Europe. Prior to joining the Commission, he was a lecturer in Economics at Glasgow and Cambridge Universities, worked as a economic consultant and has contributed to a wide range of projects in the public and private sector.

H Nwana became Group Director of spectrum policy at Ofcom in 2009. He leads its Spectrum Policy Group, which oversees all UK airwaves for broadcast, mobile and other communications services. Before that, he worked at transmissions firm Arqiva, as managing director, mobile media solutions.

He was also an executive director at Quadriga Worldwide and a senior manager at BT Laboratories at Adastral Park, which is now known as BT Innovate. Dr Nwana holds a first degree in Computer Science & Electronic Engineering from the University of Birmingham, an MSc in Computer Science, a PhD in Artificial Intelligence/Computer Science from Aston University, Birmingham and an MA in Computer Science Education from Queens' College, Cambridge.

He also holds an MBA with distinction from the London Business School, University of London. He is a visiting professor at Brunel University in West London. He has published several scientific tomes.

John Higgins CBE

John Higgins was appointed Director General of Intellect at its launch in May 2002. Intellect brings technology companies together to influence public policy, develop markets, and improve members' business performance. Intellect represents around 800 large and small organisations including BAE Systems, BT, HP, IBM, Intel, Logica, Microsoft, Motorola, Nokia, Philips, SAP, Sony and many more.

John has worked in IT since graduating in 1975. He trained as a Systems Analyst and Project Manager with the London Brick Company before moving to Triad Computing Systems in the mid-eighties. He also held senior positions with Ernst & Young and software applications company SSA prior to joining Rocket Networks, one of the first UK and west coast US based dotcoms, as CEO in 1995. He became Director General of one of Intellect's predecessors, CSSA, in April 1998.

John has an honours degree in Mathematics from UEA and a Diploma in Accounting and Finance from the Chartered Association of Certified Accountants. In 2004 John was presented with the Individual Award for outstanding contribution to the trade association sector by the Trade Association Forum. John was awarded a CBE in the Queen's birthday honours list 2005 and the award for Outstanding Contribution to UK IT at the Computing Awards for Excellence 2008.

John has led and/or contributed to many industry and industry/government bodies and initiatives dealing with a wide range of issues, for example the better use of IT in public service delivery including health, education and local government; the role of the sector as the heart of a 21st century society and economy and the role of ICT in tackling dangerous climate change. In these activities he has worked with secretaries of state, ministers, government officials, policy professionals, and industry executives.

John is chair of WITSA's (World Information Technology Services Association) policy action committee, a board member of Digital Europe and was Vice President of EICTA, its predecessor, from May 2006 to May 2008. He was appointed chair of the CBI's trade association council for two years in January 2009. He is a member of the industry/government information assurance and security board.  He is also chair of the audit committee at the University of Warwick and is a member of council. John is a fellow of the Royal Society of Arts.

John is married with three grown up children and lives in Hertfordshire. He is a regular conference and dinner speaker on a wide range of hi-tech industry topics.

Julian manages the principal relationship for Arqiva with Ofcom and Government and heads up its corporate spectrum strategy, encompassing Ofcom's spectrum awards programme and spectrum liberalisation generally, and provides strategic advice on LTE, WiMAX, DAB and smart meters.

While previously at the BBC, Julian provided strategic advice on digital switchover, technical gateways (EPGs, CA, DRM) and DTT bandwidth management; was on the launch teams for Freeview and Digital UK; and was a founder member of the BBC’s HD Strategy Board.

Prior to joining the BBC, Julian worked for 2 of Ofcom’s 3 component regulators (Oftel and the ITC) and spent 6 years privatising for Mrs. Thatcher

Philip Hargrave

Philip is the Chief Executive Officer and Network Director of the ICT Knowledge Transfer Network (KTN). He is responsible for identifying and directing activities aimed at bringing a competitive advantage to the UK by facilitating the development and take up of information and communications technologies and their adoption as key enablers in other industries. Funded by the Technology Strategy Board, the ICT KTN was formed in April 2011 to bring together the activities of the former Digital Communications KTN, of which Philip had been CEO & Network Director since its establishment in 2008, and the Digital Systems KTN.

Philip received a BSc in Physics from the University of Bristol in 1971 and a PhD in Radio Astronomy from the University of Cambridge in 1975, where he continued as a postdoctoral Research Fellow at the Cavendish Laboratory. He then embarked on a career in industrial R&D in radio and communications systems, culminating in his appointment as Chief Scientist, Europe Middle East and Africa for Nortel, a position he held until leaving the company in 2006.

Philip was elected a Fellow of the Royal Academy of Engineering in 1996.
