Julian David

Julian David was appointed director general of Intellect the UK ICT trade association in March 2012.

Prior to his appointment at Intellect Julian spent 30 years in the IT industry after an initial spell as a retailer.  For 28 years Julian worked at IBM holding various positions in sales and marketing working with IBM clients across retail, distribution and public sector organisations in UK, Europe and Worldwide.  His last two roles at IBM were as vice president of Small and Medium Business in UK, Ireland, Netherlands and Africa and then for five years as vice president of Public Sector in UK, Ireland and South Africa.

In 2009 Julian left IBM and worked as a consultant with companies including Cable and Wireless and Oracle.  Latterly his work focussed on SMEs helping them establish successful operations in the UK public sector, primarily focused on local government and health.  In particular Julian worked on the Board of EGS, who provide spend management solutions to commercial enterprises and public sector organisations, and as interim general manager of Azeus a mid-sized company delivering Application Software and Systems Development services to local government in the UK.

Outside of work Julian is a school governor at two schools in Putney and is chair of the External Advisory Panel of the Masters in Information Leadership course at City University London.

Julian will lead Intellect's 60 strong team who provide a range of services and support to more than 860 member companies, which include multi-nationals and more than 500 SMEs, to ensure that the high-tech industry is at the heart of modern society and the economy.

Antony Walker is a director of Intellect, the trade association that brings together hi-tech companies to inform and influence public policydevelop markets, and improve business performance. He is currently responsible for leading Intellect’s work on energy and environment and the growth agenda. 

Antony is also chief executive of the Broadband Stakeholder Group (BSG), which was set up by government to advise on the development and implementation of the UK's broadband strategy. Antony has been closely involved with broadband policy development since the BSG was established and is the author of three major BSG reports to government.

Prior to joining Intellect, Antony spent six years working in Brussels for the American Chamber of Commerce and as a consultant to the European Commission. Antony is a graduate of Aberdeen University and has an MA from the Institute of European Studies, KU Leuven, Belgium.

As Chief Operating Officer Charles Ward is responsible for sales, marketing and delivery ofIntellect’s services to members. Charles' role involves day-to-day involvement with member companies and he regularly contributes to executive level seminars on a variety of topics including sales strategy, performance benchmarking as well as software pricing and licensing. Charles also chairs judging committees for two national award schemes, IT Excellence in Local Government and IT Excellence in Health, and is a member of both the steering committee and awards panel for the UK IT Innovation and Growth Forum. Charles was also a member of the judging panel for the 2007 Digital Challenge competition and has spoken on the topic of Digital Inclusion.

In 2002 Charles co-authored a joint Intellect/KPMG executive report "Software and Services in Focus" analysing sales and marketing performance of UK companies in the sector. The report achieved record circulation levels making it the most successful business publication in the history of the organisation. In addition Charles co-authored the two "Going International for Software and Services SME's" publications launched in November 2004. Charles is also on the steering committee of the European Information Technology Observatory (EITO) , which produces an annual pan-European strategic analysis of the ICT market. Charles also represents Intellect on the UK Electronics Alliance which he helped form in 2006.

Charles joined Intellect from Compaq (previously Digital) where he was EMEA Head of Marketing for Customer Services Division. Prior to joining Digital in 1989 Charles held a variety of marketing and sales roles in De La Rue Payment Systems, Johnson & Johnson and 3M United Kingdom.

Ian Osborne

Ian is Director of Cloud and Government IT in the Information and Communications Technologies Knowledge Transfer Network (ICT KTN), part of the programme funded by the Technology Strategy Board, the UK Government's Innovation Agency. KTNs work closely with academics, leading industry suppliers and early adopters to promote ICT-based innovation in private and public sector organisations. His key areas of interest lie in IT as a Service, Open Standards and Sustainable Computing, especially for Government and SME applications. He also retains an abiding interest in multicore computing. Ian is also responsible for much of Intellect's externally funded project work, most notably in the area of Knowledge Transfer and Collaborative R&D projects. These projects must be of added value to the Intellect Membership and their core business interests. Ian successfully led two previous Knowledge Transfer Networks in the area of IT and distributed computing: Digital Systems and Grid Computing Now!, also funded by the Technology Strategy Board. Between 2007 and 2009, Ian contributed to the Open Grid Forum, an open standards body, as Vice President for Enterprise, and acted as a principal in the OGF-Europe FP7 project funded by the European Commission, also aimed at establishing open standards for distributed computing. In 2009/10 he contributed to the UK Government's G-Cloud Programme as industry lead for the Application Store Requirements Specification.

Ian has worked in ICT since 1972, with early stints at British Airways and International Computers Limited. In 1979, he joined Hewlett-Packard Limited where he enjoyed a substantial career working in Research & Development, Quality and Marketing at HP locations in the US and UK. He held senior management positions in HP's Corporate Research Laboratories in Bristol and Telecom Systems Business in Edinburgh. He has an MSc in the Management of Technology, a joint degree awarded by the Universities of Sussex and Brighton in 1992. He conducted research work in the area of Innovation Management in the Doctoral Programme at Cranfield University between 2004 and 2006. He is a Member of the British Computer Society and a Chartered Information Technology Professional, a past chair of the BCS Distributed and Scalable Computing Special Interest Group, a member of the Association for Computing Machinery and an Associate Member of the Institute of Electrical and Electronics Engineers.

Stephen Hearnden joined Intellect in March 2005 after a successful career as a telecommunications consultant. During that period he was an interim CTO for a North American startup company and was Programme Manager for the UMTS Forum. Other roles in the mobile sphere included due diligence and expert witness work. Prior to that, his career in BT was as General Manager of the BT Wireless Futures Team responsible for R&D, collaboration, trials and engagements with start-up companies looking at new technology.

Before that he was in a corporate technology role looking at advanced second generation technologies, all third generation mobile technologies and wired and wireless access. During that period he was a member of the BT Wireless and BT Cellnet bid team responsible for technology associated with bids in the UK and other markets around the world. In the early 1990's he was in an operational role in BT Cellnet holding the post of CTO for six years during the rollout of analogue cellular and the start of GSM.

He has published a number of articles during his career in telecomms and has spoken at many conferences around the world.

He is also a Director of the Information and Communications Technology Knowledge Transfer Network and a member of the Board of editors for the Journal of The Institute of Telecommunications Professionals. Stephen received his degree in Electronics in 1971 from the University of Kent following which he joined
