Head of Information Management and Assurance Programmes
Carla Baker is a Programme Manager within Intellect’s Public Sector team, focusing on transport, local government, education, identity management, information sharing, security & privacy and third sector.
She graduated from Brunel University with a degree in Politics and Sociology and prior to joining Intellect she spent five years working in central government. Carla’s interests include cooking, reading, music and sports.

Gemma Blakey
Programme Executive
Gemma is a Programme Executive in Intellect’s Public Sector team working on the Healthcare and Transport programmes.
Originally from Sunderland, Gemma moved down to London to study for her degree in History at University College London. Before joining Intellect Gemma worked for a trade body for insolvency practitioners as part of the events and membership team.
In her spare time Gemma enjoys the theatre, socialising and travel.

John Hoggard
Head of Government and Education
John Hoggard is currently responsible for our cross-government, central government and education work, and in the past worked with our healthcare and transport programmes.
Prior to working at Intellect, John worked for over four years as an English teacher in Ageo, Japan and Barcelona, Spain. He funded his university education by working 30-40 hours per week while studying full time, and spent five summers as a road construction worker in Juneau, Alaska.
John has an MA in International Studies and Diplomacy from the School of Oriental and African Studies (SOAS), and a BM in Music Performance from the University of California, Irvine (UCI). He speaks Spanish, Japanese, and American English.

Jon Lindberg
Head of Healthcare
Jon Lindberg heads up Intellect's Healthcare Programme where he leads industry engagement with the Department of Health, NHS and wider health and care community. Jon has set up a formal partnership with government to create a more vibrant healht IT market and is one of the founders of the 3millionlives telehealth campaign launched by the Prime Minister in December 2011. Prior to that Jon worked in the central government programme with a focus on green ICT, g-cloud, procurement and industry-government relations through the Public Sector Council & Strategic Supply Board.
In 2010 Jon represented Intellect in the Intelligent Sports designed UK Challenge, an annual corporate challenge that took place over four days in Aviemore, Scotland. Jon is also a regular contributor to the Intellect blog and writes articles on current topics for various trade magazines/websites and speaks at national and international conferences.
Jon holds an MA in International Political Economy from the University of Warwick and a BA with honours from the University of Kansas, USA. A native of Sweden, Jon enjoys outdoor activities, such as hiking, snowboarding and sailing in addition to sports and reading historical fiction/non-fiction.

Melissa Frewin
Associate Director
Melissa Frewin is head of concept viability within Intellect’s Public Sector team. The service she runs allows the public sector to take market soundings to test the practicability of their ideas at the earliest possible stage. Prior to that Mel worked on a variety of public and private sector programmes within Intellect, and from 2008 to 2010 had a special focus on eHealth. In 2009 she represented Intellect in the UK leg of the Intelligent Sport World Series, an annual corporate challenge that took place over four days in the Cambrian Mountains.
Before joining Intellect, Mel spent two years at a media evaluation agency working on a portfolio of clients which included the Ministry of Defence, Logica, Capgemini, Visa EMEA and the British Heart Foundation.
Mel has a BSc in Social Anthropology from the London School of Economics. She trains regularly in the Chinese martial art Tai Chi Cuan, plays for Intellect's softball team in the Greater London Softball League and enjoys theatre and live music.

Sophie Higgins
Programme Executive
Sophie Higgins originally worked as an events executive in the events team at Intellect from 2003-5.
In 2005 she left England to live in Paris where she taught English to a wide range of business professionals before going on to study Cultural Engineering in French at the AEMC (Agence Europeene de Management Culturel) in Paris.
Following an internship in the contemporary music marketing department at the Barbican Centre in early 2010, Sophie rejoined the events team in October as a temporary assistant and was delighted to be offered a 6-month position as events executive.
Sophie enjoys making music and performing live.

Sureyya Cansoy
Director, Public Sector
Sureyya joined Intellect, the UK technology trade association, in September 2003. She has been appointed Programme Lead for Intellect’s Public Sector and Identity and Information Management work programmes in 2007. In her current role as Director - Public Sector, she leads Intellect’s Public Sector work programmes, championing the role of the technology industry in accelerating the transformation of public services and operation of the public sector.
Sureyya's responsibilities include high profile areas such as the efficiency agenda, role of technology in public service reform, public sector procurement and contracting, as well as managing strategic level bodies such as the Intellect Public Sector Council. She works closely with government to improve the way public sector delivers IT-enabled public services.
Prior to joining Intellect, Sureyya worked for the Business Services Association, the UK trade body representing major companies providing outsourced services. She has an undergraduate degree in Econometrics and an MSc on European Political Economy from the London School of Economics and Political Science.
