Raj joined Intellect in September 2010. He combines senior level experience gained in private industry as well as in regulatory and Government organisations. As a Senior Civil Servant at the Department for Business, Innovation and Skills, he led the successful development and launch of a major cross-Whitehall public sector innovation programme. Prior to this as Deputy Director for UK Space Policy and European Relations he had responsibility for developing domestic strategy on civil space activities as well as for UK’s negotiations in EU and European Space Agency on The European Space Policy - a framework for European collaboration in space.  


As Head of Business Unit at the former Radiocommunications Agency he was responsible for policy and licensing operations relating to a number of radiocommunications sectors, including fixed terrestrial and satellite service systems. He also participated in the Independent Review of Spectrum Management (‘Cave Review’ I) and European (ETSI and CEPT) and ITU fora activities to develop new standards and technical frequency sharing criteria.   

In the private sector, he gained valuable experience working in small and large firms in the space and communications fields. Among the roles he occupied are Chief Technologist at M/A-Com Ltd and senior programme manager at Matra Marconi Space Ltd. He has an MBA from Imperial College. He also has a B.Eng degree in Electronic Engineering (Sheffield University) and is a chartered engineer.

Stephen Hearnden

Stephen Hearnden joined Intellect in March 2005 after a successful career as a telecommunications consultant. During that period he was an interim CTO for a North American startup company and was Programme Manager for the UMTS Forum. Other roles in the mobile sphere included due diligence and expert witness work. Prior to that, his career in BT was as General Manager of the BT Wireless Futures Team responsible for R&D, collaboration, trials and engagements with start-up companies looking at new technology.

Before that he was in a corporate technology role looking at advanced second generation technologies, all third generation mobile technologies and wired and wireless access. During that period he was a member of the BT Wireless and BT Cellnet bid team responsible for technology associated with bids in the UK and other markets around the world. In the early 1990’s he was in an operational role in BT Cellnet holding the post of CTO for six years during the rollout of analogue cellular and the start of GSM.

He has published a number of articles during his career in telecomms and has spoken at many conferences around the world.

He is also a Director of the Digital Communications Knowledge Transfer Network and a member of the Board of editors for the Journal of The Institute of Telecommunications Professionals. Stephen received his degree in Electronics in 1971 from the University of Kent following which he joined BT. He is a member of the Institution of Engineering and Technology and a chartered engineer.
