IMPACT OF EXTENDED ABSENCE OF TELECOMMUNICATIONS

Background

The Cabinet Office Civil Contingencies Secretariat has recently commissioned a series of research studies to help with the understanding of the use of communications by emergency services and also the societal impacts of a loss of telecommunications in the UK.

Scenario

The purpose of the meeting to which you are invited is to undertake a 'quick look' examination of the probable effects of a nationwide telecommunications outage lasting 3 days, followed by potential regional and local losses for up to two weeks.

The planning assumption is that public land voice and data, and mobile voice and data are interrupted, including the internet. It is believed that the UK has become very reliant on the availability of these services, and that significant disruption will follow their loss, even on a temporary basis. The workshop need not need assess the feasibility of the assumed outage, nor how or why such an outage might occur.

Objectives

The objective of the session will be to develop insights into the impact on the general population, and on key sectors of industry and government.

• With regard to the general population, the workshop will aim to examine the effects upon groups such as the young, elderly and infirm, and others such as tourists and minorities.

• With respect to Industry, the aim will be to assess the particular impact on: food, fuel, energy, finance, transport, health, and water.

• Finally, insights will be sought on the effects upon central and local government, and the emergency services.
