At a glance: Initiated by our Public Sector Council, this group works with government to help improve the public procurement process for ICT-enabled projects/programmes.

Biography

Focus:  By reducing procurement timescales and standardising paperwork, Intellect estimates that the public sector could save £200m per year just on ICT procurement. There is similar scope for savings to be found through better use of cross-government framework agreements.  Most importantly, better procurement leads to better, more efficient delivery of projects and programmes.

The group's current objective is to work with the UK government to achieve a reduction of 25% in procurement costs over the next 3 years.  This includes the following goals:

  • Achieve an average OJEU procurement time of 52 weeks by April 2012 and a target of 40 weeks by April 2014 without losing quality
  • Finalise agreement on the model contract, model contract lite and guidance
  • Establish a programme to achieve procurement paperwork standardisation throughout the UK public sector within 3 years
  • Support the Collaborative Procurement Council to plan and execute a 'frameworks strategy' leading to major simplification and increased speed
  • Establish an effective procurement vehicle to support the Government’s IT Strategy
