Summary

Spending on public sector information technology (IT) projects in the UK is running at £7.5 billion per year, making Government the biggest and most experienced computer user in the country. However, major projects at key Government departments have recently ended in expensive and embarrassing failure.

The extent of the waste and inefficiency involved in providing public sector IT has been documented in a series of reports by watchdog bodies such as the Public Accounts Committee and the National Audit Office. These organisations have not only produced detailed accounts of what went wrong with specific projects, but also advice on how to avoid similar mistakes in future. These efforts have so far failed to reduce the casualty rate among IT projects. Previous pronouncements from Government on causes of IT failure and remedial actions have failed either to clarify the situation or provide a basis for improvement.

It is the intention of the Intellect that this review, in conjunction with the Cabinet Office report Successful IT: Modernising Government in Action, be a firm basis for improved practice in Government IT.
