Intellect Wireless Council Chair Julian Mcgougan Head of Public Policy & Regulatory Affairs Arqiva Julian manages the principal relationship for Arqiva with Ofcom and Government and heads up its corporate spectrum strategy, encompassing Ofcom's spectrum awards programme and spectrum liberalisation generally, and provides strategic advice on LTE, WiMAX, DAB and smart meters.
While previously at the BBC, Julian provided strategic advice on digital switchover, technical gateways (EPGs, CA, DRM) and DTT bandwidth management; was on the launch teams for Freeview and Digital UK; and was a founder member of the BBC’s HD Strategy Board.
Prior to joining the BBC, Julian worked for 2 of Ofcom’s 3 component regulators (Oftel and the ITC) and spent 6 years privatising for Mrs. Thatcher
Intellect Wireless Council Vice Chair Wassim Chourbaji Director, Government Affairs Europe and MENA Qualcomm Wassim Chourbaji serves as Director of Government Affairs Europe, Middle East and North Africa for Qualcomm Inc. In this capacity, he leads Qualcomm's spectrum and regulatory policy agenda in Europe and MENA across various government entities and industry organisations, including CEPT, EICTA, BMCO Forum, Intellect and UMTS Forum. Prior to joining Qualcomm, Wassim worked for France Telecom as head of the corporate Spectrum Office. He is currently vice chairman of the Intellect UK Wireless Council. He is a graduate from the Ecole Supérieure d’Electricité, Paris and holds an Engineer’s Degree and a Master of Science in Wireless Communication.

Chris has extensive international experience of radio spectrum management and radio regulatory issues and has been an active player in many key global and European fora, including ITU World Radio Conferences and the European CEPT organisation. In his career with BT he has gained over 20 years of experience in wireless communications development and technical consultancy since he graduated from Queen Mary College (London University) in 1985. He is an active player in international groups dealing with wireless spectrum issues within the ITU and CEPT. Chris is responsible for BT’s overall radio spectrum strategy and works closely with Ofcom on spectrum issues, including responses to relevant Ofcom consultations. Chris is a UK Chartered Engineer and a Fellow of the UK Institute of Engineering and Technology (IET).
Focus of the Intellect Wireless Council
Communicating Intellect strategy and policy objectives to Government, Ofcom and other regulators on wireless issues including spectrum allocation policy and licensing. Members of the council are drawn from senior representatives from Intellect member companies with significant wireless related business. The council works to promote the use of wireless technologies for the benefit of Intellect members, industry and the UK and European economies. Key focus areas:
- provide a clear statement of what the industry wants in terms of UK Government policy and regulation
- ensure that regulation and spectrum allocation match the industry vision
- promote a national strategic plan for wireless
- generate a much stronger voice for Intellect within the EU on all issues in relation to wireless
